Whitman (and yes, Schwarzenegger and Checchi and countless others before her) are setting a de facto barrier to running for office: you have to be rich. This is worrisome not just for the fact that millions of Californians are effectively shut out of the political process up front, but also for the fact that anyone who wishes to compete against someone as wealthy as Whitman must either be equally wealthy or "whore themselves out to every special interest in the state," as MartyK put it. Finally, when our only choices for governor (or president or whichever office) are the ultrawealthy, the remaining 99.9% of us can no longer count on our interests being represented. Even if Whitman is not beholden to special interests, what reason exists to believe she understands what it like to be without health insurance, to be underpaid and overworked, to graduate with tens of thousands of dollars in student loan debt into a job market that offers no jobs? <br />There are huge inconsistencies from Smog Check station to station and with BAR representatives. For BAR to decide a car is not in compliance, rules of Smog Check must be clarified. Money is available for the CAP program. It can be used for contracted scrap and repairs, or some of the funds can be used to evaluate and support improved performance of licensed small business.
